Community Guidelines
These Community Guidelines apply to all use of Omegle, including livestreams, rooms,
channels, profiles, usernames, avatars, chat messages, comments, direct messages if
available, virtual gifts, tags, links, subscription benefits, promotional content, Creator
activity, monetization activity, and any other content or conduct on or through the
Service.Our objective is to allow adult users to create and participate in lawful live communities while preventing illegal content, exploitation, non-consensual conduct, harassment, fraud, and platform abuse. These Guidelines are not exhaustive. We may take action against content or conduct that is harmful, unsafe, illegal, exploitative, deceptive, or inconsistent with the purpose of the Service, even if not specifically listed below.
1. Core Safety Principles
You are responsible for what you stream, post, say, show, link to, promote, sell, and
monetize. You must ensure that your content and conduct are lawful, consensual,
non-exploitative, and compliant with these Guidelines.You must not use the Service to harm, exploit, deceive, harass, threaten, coerce, sexually exploit, financially exploit, impersonate, defraud, or endanger any person.
You must not attempt to evade moderation, age verification, content controls, payment restrictions, geographic controls, account suspensions, device bans, enforcement action, or safety systems.
Creators are expected to take reasonable steps to manage their communities, including removing prohibited conduct, discouraging abuse, using available moderation tools, and promptly reporting serious safety risks.
2. Adults Only; No Minors
No one under eighteen may access or use the Service.
You must not allow any minor to appear in your livestream, enter your room, participate in
your chat, use your account, receive your login credentials, use your payment method, or
access adult-oriented content. You must complete required age assurance before
broadcasting, appearing on camera or microphone, joining live video interaction, using
Creator features, receiving payouts, or using other high-risk features. We may require age
assurance earlier where required by law, risk signals, prior reports, or product
configuration, and you must not attempt to bypass or assist anyone in bypassing those
controls.You must not create, post, request, discuss, roleplay, trade, link to, promote, normalize, joke about, or facilitate sexual or exploitative content involving minors. This includes real minors, fictional minors, animated minors, AI-generated minors, age-play involving minors, “barely legal” content, youth-coded sexual content, or other content suggesting minors, school-age sexualization, childlike sexualized avatars, grooming, sextortion, online enticement, or any content that presents a person as underage in a sexual context.
If we identify or reasonably suspect a User is under eighteen, we may deny access, restrict features, suspend or terminate the account, preserve evidence, and take any additional action required or appropriate for safety and legal compliance.
3. Child Sexual Abuse Material, Grooming, and Child Exploitation
We have zero tolerance for child sexual abuse material, grooming, sexual exploitation of
minors, online enticement, sextortion, trafficking of minors, or any attempt to sexualize
or exploit minors.You must not create, stream, upload, possess, request, buy, sell, trade, distribute, link to, describe for sexual purposes, solicit, or threaten to share CSAM or any sexualized content involving minors. You must not display, stream, request, sell, or facilitate nudity, pornography, explicit sexual content, sexual acts, sexual services, escorting, trafficking, or paid sexual arrangements.
You must not contact, attempt to contact, recruit, groom, coerce, manipulate, threaten, blackmail, or sexually solicit any minor. You must not ask a minor for sexual images, sexual conversation, private contact, off-platform communication, gifts, money, secrecy, or in-person meetings.
Where we become aware of suspected CSAM, child exploitation, grooming, or online enticement, we may remove content and terminate accounts, will preserve evidence and report to NCMEC or other relevant organizations where legally required, and may cooperate with law enforcement.
4. Consent, Identity, and Performer Rights
You must have informed consent from every adult person who appears in your content. You
must have the right to stream, record, upload, display, monetize, and distribute the
content. You must be able to provide evidence of consent, age, identity, and rights when
requested.You must not secretly record or stream another person. You must not stream private spaces where people reasonably expect privacy, including bathrooms, changing areas, bedrooms, medical facilities, private homes without consent, or similar locations.
You must not use another person’s name, image, likeness, voice, identity, or intimate content without permission. You must not impersonate another person, misrepresent your identity, or create content likely to deceive Users about who is appearing, speaking, performing, or receiving payment.
5. Harassment, Bullying, and Sexual Harassment
You must not harass, bully, intimidate, shame, stalk, threaten, or repeatedly target
another person. This includes repeated unwanted contact, insults, humiliation, coordinated
harassment, dogpiling, brigading, abusive sexual comments, degradation, unwanted sexual
attention, objectification, threats to expose personal information, threats to report
falsely, and attacks based on appearance or sexual history.Sexual harassment is prohibited. You must not send or post unwanted sexual advances, sexual demands, sexualized insults, non-consensual sexual comments, threats of sexual violence, or pressure for sexual images, sexual acts, private contact, or off-platform communication.
Creators must not encourage their audiences to harass, raid, threaten, shame, dox, report-bomb, or abuse another person or community.
6. Hate, Extremism, and Dehumanization
You must not promote, support, praise, or engage in hateful conduct, discrimination,
dehumanization, violent extremism, terrorist propaganda, or targeted attacks based on
protected characteristics, including race, ethnicity, national origin, caste, religion,
sex, gender, gender identity, sexual orientation, disability, age, veteran status, or
serious disease.You must not use slurs, hateful symbols, extremist symbols, coded hate references, dehumanizing language, or calls for exclusion, segregation, violence, or denial of rights.
You must not organize, recruit for, fundraise for, praise, or materially support terrorist organizations, violent extremist groups, or organized hate groups.
7. Threats, Violence, and Dangerous Conduct
You must not threaten, incite, glorify, coordinate, or facilitate violence, physical harm,
sexual violence, terrorism, self-help vigilantism, swatting, stalking, or attacks against
any person, group, location, event, or property.You must not stream or promote graphic violence, torture, executions, severe injury, animal cruelty, real-world violent attacks, or content that encourages viewers to engage in dangerous behavior.
You must not show or instruct others how to make weapons, explosives, harmful substances, malware, or tools for real-world harm, except where clearly educational, lawful, and permitted by us.
8. Self-Harm, Suicide, Eating Disorders, and Exploitative Distress
You must not encourage, instruct, glorify, pressure, or exploit self-harm, suicide, eating
disorders, substance abuse, or other serious harm. You must not use live content to
threaten self-harm in order to manipulate, extort, or pressure others.Content discussing recovery, support, lived experience, or harm prevention may be allowed if presented responsibly and without instructions, encouragement, or sensationalism.
If you believe someone is in immediate danger, contact local emergency services.
9. Illegal Activity and Regulated Goods
You must not use the Service to conduct, promote, arrange, facilitate, or instruct illegal
activity. This includes trafficking, sexual services, illegal drugs, weapons sales,
counterfeit goods, stolen goods, fraud, money laundering, human smuggling, identity theft,
hacking, malware, phishing, sanctions evasion, illegal financial services, or unlicensed
regulated activity.You must not sell, advertise, broker, or facilitate transactions involving regulated goods or services unless expressly allowed by us and lawful in all relevant jurisdictions.
10. Gambling, Chance-Based Rewards, and Financial Schemes
The Service does not permit Users to operate gambling, betting, wagering, casino games,
lotteries, raffles, sweepstakes, paid random rewards, loot boxes, blind boxes,
chance-based paid prizes, or similar activities through the Service unless we expressly
authorize such activity under separate legally compliant terms.You must not ask viewers to pay, gift, subscribe, tip, or transfer value for a chance to win money, prizes, gifts, access, rewards, rankings, or other benefits. You must not run off-platform gambling rooms, betting pools, prize draws, raffles, or chance-based promotions using the Service.
You must not promote scams, get-rich-quick schemes, high-risk investment schemes, unlicensed financial products, crypto scams, pyramid schemes, Ponzi schemes, fake giveaways, or deceptive fundraising.
11. Fraud, Scams, and Platform Manipulation
You must not engage in fraud, deception, chargeback abuse, stolen payment use, fake
purchases, artificial engagement, fake followers, fake subscriptions, fake gifting,
account farming, referral abuse, payout manipulation, collusion, money laundering, or
misuse of promotions.You must not sell, rent, trade, transfer, or broker accounts, Virtual Items, subscriptions, badges, usernames, verification status, or monetization privileges.
You must not mislead Users about your identity, earnings, relationship with the platform, sponsorships, qualifications, charity status, product claims, or the purpose of payments.
12. Privacy, Doxxing, and Personal Data
You must not share, threaten to share, solicit, buy, sell, expose, or misuse personal
information without consent. Personal information includes addresses, phone numbers, email
addresses, identification documents, financial information, location data, private
messages, medical information, intimate information, workplace information, family
information, and other non-public data.You must not dox, stalk, track, geolocate, or encourage others to identify or locate a person without consent.
You must not collect personal data from Users through the Service without clear disclosure, lawful basis, and all required consents. You must not use livestreams, chat, forms, bots, links, or external tools to harvest personal data, payment data, identity documents, images, or biometric data.
13. Intellectual Property and Creator Rights
You must respect copyrights, trademarks, publicity rights, privacy rights, and other
rights. Do not stream music, videos, films, sports broadcasts, television programs, games,
images, software, logos, performances, or other protected content unless you have the
required rights or your use is legally permitted.Do not falsely claim ownership of another person’s work. Do not impersonate brands, celebrities, Creators, agencies, charities, or platform staff. Do not use names, logos, marks, or branding in a way that misleads Users or infringes rights.
You must not impersonate, affiliate yourself with, or misuse Omegle, or our trademarks in any domain name, app, account, room, link, advertisement, or off-platform destination.
Rights holders may submit complaints through our copyright or legal contact channels. Repeated infringement may result in account termination.
14. Spam, Malware, and Security Abuse
You must not use the Service to spam, phish, distribute malware, hijack accounts, scrape
data, probe security systems, exploit vulnerabilities, run bots, automate interactions,
overload systems, evade rate limits, interfere with streams, or disrupt platform
operations.You must not create or distribute tools that enable safety evasion, account compromise, unauthorized downloads, scraping, view manipulation, payment abuse, age-verification evasion, or moderation evasion.
You must not access non-public areas of the Service or attempt to reverse engineer, bypass, disable, or interfere with security or moderation systems.
15. Misinformation and Deceptive Harm
You must not use the Service to create a substantial risk of real-world harm through
deceptive content, including dangerous medical misinformation, impersonation of
authorities, false emergency information, manipulated media intended to defraud or harm,
election interference where applicable, or scams.Satire, commentary, parody, and opinion may be allowed where not likely to mislead Users into real-world harm and where otherwise compliant with these Guidelines.
16. Creator Monetization Conduct
Creators must comply with all monetization rules, payment rules, tax requirements,
verification requirements, and payout requirements. Monetization must not be used to
facilitate illegal content, sexual services, gambling, fraud, coercion, exploitation, or
payment circumvention.Creators must not promise viewers off-platform rewards, sexual access, explicit content, private meetings, refunds, investment returns, prize chances, or prohibited benefits in exchange for Tokens, Virtual Items, subscriptions, gifts, tips, or payments.
Creators must not manipulate gifts, subscriptions, rankings, engagement, referrals, or payout systems. We may withhold, reverse, or forfeit monetization where we identify fraud, chargebacks, abuse, policy violations, or safety risk.
17. Reports and Emergency Escalation
Users may report content or conduct through prominent one-click report features on
livestream, video interaction, chat, profile, and other core product interfaces, or by
contacting legal@omegle.com.Reports should include the username, channel, URL, time, date, content description, screenshots, transaction details, and any urgent safety information. Reports involving minors, CSAM, grooming, trafficking, imminent violence, non-consensual intimate imagery, sextortion, or credible threats should be submitted immediately.
We will prioritize urgent safety reports through a High Priority review queue with human review and disposition targeted within a defined short timeframe and may place suspected high-risk accounts into high-priority review queues or enhanced monitoring. We will use automated systems, AI moderation, stream latency, buffering, and pre-transmission blocking for high-risk live content, human review, and specialized review teams to detect and respond to high-risk content.
18. Enforcement Actions
We may take enforcement action when we believe content or conduct violates these
Guidelines, the Terms of Use, law, third-party rights, payment rules, or platform
integrity standards.Enforcement actions may include:
- Warnings, content labels, mature-content restrictions, and reduced discoverability.
- Content removal, stream interruption, and chat restrictions.
- Account feature limits, demonetization, payout withholding, and purchase restrictions.
- Account suspension, account termination, device bans, IP blocks, and payment blocks.
- Legal reporting or law enforcement referrals.
Repeated violations may result in escalating penalties, even if each individual violation is not severe.
19. Appeals
Where available, you may appeal certain enforcement decisions through designated appeal
tools or by contacting us. Appeals should explain why you believe the decision was
incorrect and include relevant evidence.Submitting an appeal does not guarantee reinstatement, restoration, refund, payout, or reversal. We may deny appeals that are abusive, fraudulent, repetitive, incomplete, or submitted in bad faith.
Where applicable law requires specific appeal, complaint-handling, or redress processes, we will provide such processes to eligible Users.
20. Platform Discretion and Policy Updates
These Guidelines are designed to protect Users, comply with law, and preserve the Service.
We may interpret and apply them in our discretion, taking into account context, severity,
intent, harm, risk, legal requirements, payment rules, and prior conduct.We may update these Guidelines from time to time. Continued use of the Service after an update means you agree to follow the updated Guidelines to the extent permitted by applicable law.
